2 Cats, one is using on Red Stage fine, the other peeing on bed and pooping

I have two cats, Habibi and Mimi. Habibi is using the red stage. I clean the litter out multiple times a day, and clean it. Mimi is using the thing sometimes, but she is now pooping next to the toilet, and peed on the bed again today.
I am at my wits end and feel like going to back to two litter pans. We only have one litter kwitter, and they cost 79.00 here in New Zealand


I also want to say, that even if I lock them in the bathroom, Mimi poops next to the toilet

Maybe they need a slower transition from the litterbox to the red stage or maybe you should make a mock toilet? Check out these threads:
