When "Cold Shoulder" Doesn't Work

Does anyone have suggestions for what to do when active ignoring and the cold shoulder treatment don't work?

My problem cat doesn't seem to care when I ignore her, so it is not much incentive to prevent her from pooping on the floor.

At this point I'm thinking of moving ahead for the benefit of my smarter cat and leaving the problem cat pooping on the floor. I figure once the smart cat is done, I can go back and work on the slower one - or move the slower one back to a litter box.
